A lot depends on the horse! A good rule of thumb is not to start a horse before it's second birthday! If you have a round pen you could start her on ground work now! Teach her to whoa, walk, trot & lope on voice command can make it a lot easier when starting her under saddle with a rider. The other thing is to "sack her out". Be gentle & try to be quiet with this rubbing her with a saddle blanket, putting in on her back & taking it off. In my opinion it's best not to do this with her tied but rather haltered & you holding the leadrope. This will allow her to move away some if frightened but still allows you to maintain some control over her movement. If tied hard & frightened she could injure herself pulling back. Once she accepts the blanket you can try setting the saddle on her back. Realize she may dump the saddle a time or 2 so do this on soft ground for everyones sake! My apologies for babbling on.
